MANAGING MEGAPROJECTS IN DEVELOPING COUNTRIES

Megaprojects pose special problems for their management. However, knowledge gained from megaprojects can also be applied to smaller projects. The differences between large, mid-size and small projects lie in their different degrees of complexity. Developing countries are faced with additional problems with regard to megaprojects. A very large amount of financial resources are required, project owners must have the knowledge for implementation, necessary institutions must exist and capable design firms and contractors must be attracted to the market.

The Qatar Integrated Railway project with a volume of 35 billion US dollars serves to explain specific aspects of megaprojects. Qatar is on the one hand one of the richest nations worldwide so that financing is no problem, on the other hand the country has no railway institutions or knowledge. After this introductory example, a discussion and an understanding of the term “complexity” are required to gain access to the problems of megaprojects. One mind frame enables us to build a management model for megaprojects. Such a model allows participating managers to focus attention and to achieve a better outcome. The model contains the required engineering tasks, management functions, meta-functions, basic functions and cultural influences.
